India: Power Sector Rating

I came across a report titled "Power Sector Rating: Consolidated Report to the Ministry of Power", from the Ministry of Power - Govt. of India. This report gives the performance rating of the state power sector across all the states in India. The standings from data based until December 2004 is as follows:
1. Andhra Pradesh
2. Gujarat
3. Delhi
4. Karnataka
5. Tamil Nadu
6. Goa
...

It was interesting to note that the top states like AP, Guj, Delhi, Kar and TN, were nowhere near the leaders when considering progress on achieving commercial viability. I was interested in checking that out because AP topped the survey despite giving out free power to farmers - and thus ruining finances. The most progress towards commercial viability was achieved in Chhatisgarh and Goa. Only two of the overall top 5 made it into the top 10 here - Karnataka and TN at 8 and 10.
